If mining laser used non-weapon device, I would feel ripped-off during times I play with any of the four gunships. EI500 already has a massive advantage with its 200 ton cargo hold. Yep, agree. I don't see why existing chargeless nonrechargeable items should have resale value for most cases. I respect the desire to retain this functionality for mods, but what exactly does it add to the core game? It adds a lot of annoyance! Got to prioritize smooth gameplay and and a simple user interface...

Remember that the last Benedict mission is supposed to be a final "training" mission to also help relatively new players.
