I don't believe that these Adamants were inherited. I checked the empire tally of the Medusa capital a few minutes after the capital spawned to see what was inherited, and I don't think I would have overlooked such forces. They must have been captured, either by a defecting planet or by the Adamant ...

I am not sure if it common knowledge but apparently the undead immortal capitals still show up on the full galaxy export .png . There are quite a few of these planets of the dead throughout the beta (see Xephyrs domain). But what is up with Rus? I cannot attack these planets or even see their detail...

Oh my, what happened? The Finnian empire will be sorely missed. The new neighbor is already moving in, will probably rename all the planets in the most unimaginative way I can imagine. Except for that one sector capital next to one of my clusters which I could swear was not called 'War Footing' yest...

The ancient art of Kanly is still practiced by some, I hear. The rules would have to be enforced by convention of the powers that actually could do something about it. A possible sanction short of conquering planets could be to attack defenses and fleets of offenders. Not sure if that leads to unres...
