 It depends on what enemy stations spawn in the system. If you get Sung slave camps, Marauder compounds, or Sapiens compounds, they’ll send you on missions to go destroy them. Repair levels are mostly used to make armor more or less expensive to repair. If the repair level's higher than the armor level, then you have to pay more; conversely, if it's lower (like with the titanium barricades) then repairing is cheap.  Not only that, different stations have different limits...

The Wolfen with the high engine output would be fine with heavy armor. Or depending on the upper limit for speed could become very fast with light armor. The freighter could gain some speed by switching to lighter armor (but not too much as the hull + cargo will generally weigh more than the armor)...
