Part of the problem of some of the criminal activities the player can do, is it is all profit and no risk of game ending retribution such as imprisonment. If QAC equals Qianlong Archcannon, I think that is supposed to be a quest reward (of sorts). Only the Dragon Slaver drops it, and there is only one in the game.

250 MW reactors can accept helium (reactor assemblies) fuel.

One more reason for reactors to be non-military: The Black Market. My favorite way of raising credits is to stockpile military reactors and sell them in bulk to the Black Market in Rigel.
