It is! The station is just Commonwealth Residentials in-game, but in the code its ID is PilgrimBeringStation.

I've had this same problem as well, on a game that I started in 1.7 and updated to 1.7a1 before reaching Point Juno.

I started a new game in 1.7a1 and had no problems docking with the CSC Europa then.
