Maybe it is because CW's forces are stretched to far and thin for any help. They can barely defend against pirates in their most protected systems, relying on Korolov. Why not simply have the game add another black market station in for the mission when it's accepted, similar to the Ares communes that are added in for fleet missions if all of the ones in the system are destroyed, and either remove the station that is currently added to the system or change it to a...

The Iocrym are sophonts, not dumb animals. The Iocrym leadership pretty much has to be involved in the decision making process in at least a nonvoting observer role. If they were docile enough to accept not having even the possibility of having their voice heard directly they wouldn't be aggressive...
