with Luminous being the last-minute Giant Space Flea from Nowhere you mostly deal with after finishing with Earth powers.
There's a full campaign dealing with Luminous. It isn't as well paced as the other campaigns, but Luminous is definitely built up over the course of the game.

I agree that sorting by sovereign would be unintuitive, especially for ships that appear as both friendlies and enemies. The issue is that gameplay revolves around gunships being able to destroy battleships. It's based off of Star Control, where ships are qualitatively extremely different but functionally capable of fighting each other on even ground. The issue here is that ships aren't qualitatively different enough....
