They don't make it TOTALLY irrelevant because they do require major detours and physically close planets may still be quite remote from one another in clearspace. You can certainly send expeditionary forces to other sectors but they will mostly be on their own, and can't be quickly reinforced until ...

I have also been successful moving Cerberuses and mixed ramjet-jumpship fleets around in my little corner of the galaxy.

I am able to move the Hammerheads from a dark nebula into a bright nebula, at least from some angles.

I am able to purchase Mesophon Hammerheads and move them around in the dark nebula north of me. Hardly conclusive, but another data point to consider.

You have to either have a jumpship yard and establish the capital in the part of its beacon range that is beyond the capital's range, or convoy the transports with a gunship or capship fleet.

Public service alert: If you allocate 0 labor to the militia base structure (seen on autonomous worlds / trade hubs / T&E capitals), it will disappear and you won't be able to build infantry on that world again until you redesignate it. Ticket here.
