Yes, but Commonwealth habitat missions are only available if there's a hostile station within 500 ls.

I am not sure if I had a Mod at some point or If I am just gone over the edge, But..

Didn't Huarin Destroyers recharge their shields if they were no longer being attacked ?

I could swear they used to repair their armor & recharge their shields..

Anyway, even if not - they should be doing this.

They still do recharge their shields with coils (until they run out).

Actually, every ship with superconducting shield generators will automatically use its superconducting coils to recharge when necessary and this behavior is hardcoded into the engine.
