Ion9 and other "particles" weapons cannot be reflected

If fired at a ship with a shield or armor that reflects ion damage, the ion9 will not be reflected. This is caused by a bug in the particles system for weapons: Testing with G.O.D revealed that this problem occurs with the Iocrym Fracture Cannon and Plasma Torch, which implies that all other weapons of this type will fail to reflect. While both particle-spray weapons and reflection are very rare, particularly reflection, mods may run into this bug if they attempt to use reflection as a balancing method. The failure to reflect happens regardless of the manner in which the reflection is caused.

 I ran some independent testing of my own, pitting a PK25 Morning Star against a shield with reflect="kinetic" set. The shield did not reflect, but it took no damage, either. Something’s definitely screwy in there, somewhere.

This may be due to the underlying damage or resistances of the weapon/shield involved. When I tested this on a Dwarg Behemoth the armor failed to reflect an Ion9 blast, but took no damage either.
It may also be worth investigating how shield-busting affects reflection: Reflection should probably counter shieldbusters at least partially, but probably does not at present.

All particle missile type weapons such as plasma torch and Ion9 do not reflect if reflected.

Perhaps it is related to the problem where passthrough missiles like Katana Star cannon replicate when they get reflected.
