Fleet escort missions: Tundra does not keep its distance

In fleet "escort a scarab to us" missions, the Tundras sent to intercept on some of the missions will fly around the ship so close that it's actually impossible to hit them with a non-omni weapon. This also means they can't effectively use their micronuke guns. Thus the player is stuck either watching the freighter get cherry-tapped to death, or killing it by accident themselves (given I tend to use howitzers, I'm usually in the latter category). They should probably keep their distance, posing a real threat to the freighter but allowing the player to close the distance and shoot them down.

For those Tundras, I recommend you to kill them before they can close in, or if that fails, intercept their course (it usually stay a short set distance from their target) and shoot when your ship overlaps them.

EDIT: Using tracking missiles also works well, at close range.

The Chasm and Tundra had their effective maneuverability doubled since the introduction of <Maneuver>. Before, they used to have equivalent maxRotation of 9, but now it is 18.
