In my current game while doing Korolov missions, I've encountered the Charon frigate Proteus "beached" on the rings of this planet. It can't seem to move but does fire it's guns at me, though all the shots strike the rings or planet. I plan to come back and finish it off after I get the class V shield.
I've been struggling to finish enough missions without loosing a freighter or accidentally killing too many frigates (I've killed two already). I think this may have solved my problem.
Ever see a "beached" Frigate?
The frigates don't usually chase you if they were spawned from a freighter escort mission until after you have finished it, at which point they usually try to leave the system, IIRC.
Subsequent missions in the same system may spawn a new freighter, in a different system, definitely.
I would say it's not a bug but an unintended "bonus"! I always end up having to kill too many frigates early on and end up with Volkov rather than the class V.

I'd like to also add they are spawned way in advance and if you don't continue the missions they don't do much of anything.
They're always beached for me, until the reinforcements arrives for the frigate.

I shot up all of his initial group of reinforcements as I went by escorting the freighter. After the mission was complete, I came back and the Proteus was still stuck there, so I hung around wiping out new groups of reinforcements, which kept arriving like clockwork a minute or two after the previous group was finished off. You can really run-up the body count, and collect a lot of fuel rods & low-end weapons/armor that way.
When I got low on fuel, I went back to escorting freighters. Unfortunately, two missions later a new frigate spawned normally (running loose) and the Proteus just disappeared. I'd been hoping that until I killed the Proteus no more frigates would spawn, making it easier to finish enough missions to get the Class V shield.

Wow. I've never seen that. And there was no way to kill him? Shame. If you can kill them, you can sell the stuff they have for a whole load of cash. (If you survive the battle, that is)
I'll go back a using gem and take a screenshot of my korolov mission area.

In my case, I'm pretty certain I could have killed him, but was trying to put that off until after I'd completed enough Korolov missions to get the Class V shield.
