Would you, George that is, have any problem with me entering a 3D art contest with a picture that uses a Transcendence theme?

No problem at all. It seems to me that your image is entirely your own work and does not use any copyrighted material from the game. The words, "Central Plaza" and "Victorian Nightclub" are not trademarked by me so you can use them freely.
In general:
You may use any idea or concept in Transcendence and express it however you like without any restriction. [copyright only applies to a specific expression, not the idea itself]
You may use any name from the game (e.g., "Victorian Nightclub") without restriction. [I believe this falls under the "fair-use" clause of copyrights]
For actual artwork from the game (images, etc.), my policy is:
If you are helping to promote the game (e.g., a fan site about the game) then you may use game artwork freely.
If you are using game artwork in a public work (commercial or non-commercial) not related to Transcendence, please ask permission first.
