That is the '/msg' command, so long as someone with that name- Nickserv in this case- is connected to the same IRC network as you, the message will go through. Barring a series of unlikely events, Nickserv should always be present on Freenode.
You can enter that in either the channel, or the network window. It's usually better to enter Nickserv transactions in the network window. That way if you accidentally leave out the slash, you won't broadcast your password to the channel.
