Right now the Rigel Aurelius star system has, by default, two Commonwealth Dry Docks. While having one is quite useful, having two doesn't really make sense.

Why not change one of them into something else?

I think it makes sense having the two drydocks in Rigel, though not certain if they both need to be Commonwealth. One drydock serves well for the gladiators in the arena, while the other serves travelers passing through the system who may not be interested in the arena.

So if one were to be removed, would force everyone to rely on the other drydock (as it used to be in the past.) If the arena drydock were removed, then those in the arena would have to travel out to the other drydock. And if the Rigel (original) drydock were removed, then travelers would have to detour out to the arena drydock for services. It's not uncommon to have more than one drydock in a given system.

If we're wanting another (different) station in Rigel, there is a vacant planet that would surely welcome one. :)
