The current nebula stealth mechanic is a bit buggy and in need of some work (mostly around making the AI respect supposedly not being able to see things). This is not a thread about that (yet). I'd like to see an expansion of the Nebula Sight power. Currently, this is a glorified system Map ROM, albiet one that actually works (unlike system maps in most mid-late systems) and has a limitation. I'd like to see this expanded to a longish (1-2 minute) duration power that greatly improves perception in nebulae (and only in nebulae). This would make the power more versatile, and also makes nebulae a bit nicer to work with.

I dont think its possible to selectively include just within nebulae without also needing to fix/discuss what is broken with the perception system in general, since they are so interrelated. It might be possible to achieve somehing like you say by instead fudging the effect with just doing a temporary disable of the interference effect of the nebulae (ie, acting as if they were non-interfering nebulae)
