Faction relations in Heretic, versus other places

Why are the major factions at peace in the Heretic system?

Is it because:

* currently in the vanilla game, star systems are not only spatially distinct, but also temporally distinct, so that the system after a given system is also set in the "future"? Then, Heretic represents the "future"?

* Heretic has little contact with the rest of the systems?

My reasoning is much more prosaic (though I like the idea of temporally distinct systems):

* The Ares in Heretic are research scientists, and while they don't fight with the Commonwealth in Heretic, they also don't collaborate. Imagine US and Soviet research teams in Antarctica during the Cold War.

* From the CSC Antarctica missions it's implied that at least some portion of the Ares are trying to negotiate a peace treaty. [The player can't talk to the Ares in Heretic unless they help the Antarctica.]

* Some people (in both Ares and Commonwealth) believe the Iocrym are a big threat and think that Ares and Commonwealth should join forces against them.
