Busted! (SPOILER)

In all the games I've played so far, never once did I get popped while selling my first batch of illegals at the restaurant in exchange for getting the BM ID...Until now!
Gotta be careful with those two brothers ya meet, they could be holding badges.

I know this isn't the right forum to say this, but after I got busted (was fined 1k, BTW), I still had my illegal I was trying to sell. Me thinks that the illegal item should be confiscated when you get busted.
I also think the chance rate of getting busted should be a bit higher, so to make it more of a challenge-making it a greater risk of selling illegals.

it is a ome chance only thing and if it gets messed up once you cant try for an id again
