You only need 1 or 2 before a transpace jumpdrive is available, then you can go to the hub system anytime you want.

That's still pretty late game, so I tend to leave my mules either parked on the sun or one system behind.

Ringiers have at least one per game, sometimes its loot from ares bases,
teraton fabricator can create one.
Never experienced game without jumpdrive. But to get it, you need travel long way.
So it is not solution for early and mid game.

Before I acquire jumpdrive, I use to hide mules in gate (or in the middle of huge planets) in system before I operate, and move them only when I clear the system.
best way, for traveling mules, is to leave them in gate, travel without them to gate to next system, stop ship inside gate, give order to follow, and immediately jump to next system, by this, you completely avoid any accidents on the way from gate to gate.

Elysium is not available in Eternity Port. Jumpdrive is much less useful in that adventure. Much rather have a megadrive if jumpdrive cannot take my ship to Elysium.
