I can't seem to designate planets as sector capitals. The error I get is: "Sector capitals must be at least 250 light-years away from imperial capital." despite that they are withing 250 light years (and meet all other requirements).
Anyone else seeing this error?

Capitals must be 250 ly away from any other capital.

You have to either have a jumpship yard and establish the capital in the part of its beacon range that is beyond the capital's range, or convoy the transports with a gunship or capship fleet.

Yeah, that's definitely a big change from the last version. There were a couple of exploits involving creating lots of sector capitals. This change also slows down empire expansion (slightly). Plus it is consistent with the original purpose of a sector capital, which is to handle administration for planets too far away from the main capital.
