"Unable to open XML stream"

I'm getting this funny error when I do something wrong in a mod:

"unable to open XML stream"

I thought it was just me being inept as always, but then I tried to debug someone's else's mod: no matter what error message they got, I always get

"unable to open XML stream"

with the same file. However, I have used one mod (the 18 degree swivel mod) without any consequences.

This has all come about since I switched computers, but there's nothing really different, just a different XP install; it seems like some setting somehwere may be doing this.

Anyone know what is wrong here?

Do you have the file open in an XML editor of some sort? Sometimes Transcendence won't be able to read the file if it is open somewhere else.
