I wanted to know how to make some hostile ship (from Anarchist) flying into some target, and then self destruct when near target. The effect of explosion is blast anyway, so it will damaging a target.

Check out the Wasp Launcher in PM's Items Pack 912:

I've never tried the launcher, but from the description in the mod's ReadMe, it does something similar to what you want.

Check out the code for the Scarab suicide bomber in the Fleet missions.

Alternatively, give it a weapon with virtually no range that kills its user when fired.

I have some distance detection code in the Smart Spiders and Arrays mod that you can use. It's in ExtSmartFunctions.xml.

If you intentionally damage armor so that it drops below 0 hp, would that result in the ship being destroyed?

 No. That’s actually the method used in Eternity Port to make sure you have one armor segment at 0 HP at the start of the game.
