Add item function to toggle ionization.

Add something like the following:

(itmSetIonized item [value])
If value is Nil, ionized is removed from the item. If value has a number, the item is ionized for that value (in ticks).

Removing ionization would be useful when claiming insurance, and adding ionization would be useful for a custom cyberdeck or other unconventional special attack.

I support this; found out this week that I need this sort of function for a planned series of reactors/devices and a consumable item.
