The way it's balanced in Anacreon 2 is that trying to use transports without a sufficient shield of cannonfodder infantry results in horrible, horrible transport casulties, and transports are more valuable than infantry.

Could be that it has more population, or that your capital is starved for a needed material. Check the production stuff very carefully.

Ahhhhhh! Life support type buildings no longer provide their supplies while they're being upgraded. All the planets with upgrades in progress just revolted. XD
