Why would mines install a miner's cargo hold or other mining equipment for you, just to have more competitors? The player should first do at least one mission for them. When handling big stuff, a lot could probably be done with a low tech, low-speed winch and some kind of shock absorbing buffer mounted in the back of the cargo bay, or maybe even just a net to stop the stuff.

Appending this to the whole prisons idea: Occasionally capturing the pirate(s) from the ship(s) you just blew up and turning them over to the nearest commonwealth station for a reward.
