Oh, forgot to say I was not arrested at any station I visited. It is possible that I was killed before I could, but I can't remember whether it happened before or after a resurrect.

So, my experience is invalid and can be ignored because I don't know if I would have been arrested for it or not.

I'm pretty sure that all the physics in the game are based on Newtonian anyway. Kinetic weapons are lethal. That much has been agreed upon. However, the nuke weapons have mass also, and fire about the same velocity. So it becomes a question of which is better: A three ton metal slug hitting you, or ...

I got the pirate message while doing the destroy ares convoy mission for a fleet carrier. I'm pretty sure I was only shooting ares too, though there was a nearby friendly station.

OK, lets get back to basic physics here. The most important thing that affects damage is how much energy you put into the shot. Assuming perfect efficiency, firing a laser and kinetic weapon with the same amount of power usage will cause the same amount of damage. Now this doesn't take into account ...

Laser are actually very long ranged, and very accurate. There is a NAMI heavy Launcher, but the missiles are expensive, and, as it says in the description, it is really designed for attacking Cap ships and stations.
