You've got some great ideas, very ambitious ideas! It's certainly possible to have factions build new stations, but the timescale involved would not fit with vanilla. The construction of a minor station could take years with most of the station being built in modules and shipped to the final locatio...

I would be concerned that fuel would become more valuable as a commodity then a fuel source. At low levels fuel is difficult to come by, generally purchasing it is the only reliable source. I made a station that only sells enhanced items, perhaps that is the one you're using?

There was a lengthy discussion a while ago, and we concluded that a station was simply too large for a shield.

Mechanics-wise, i would be useful having a shield resist one damage type and the armor another.
