As we seen with Anton's 'Orbit where he can't seem to stop : I am now having this issue with Normal NPC ships.
I am going to look at experimenting with lowering their speed. it does not seem to affect all the ships, I have not really seen this on freighters yet, well, I did some time ago, but not lately.
However, it does affect some and I think it's the only option until Order can be restored.
