I just played my first game of 1.08e, and things went very differently than usually as far as the black market goes.
Normally I do what you need to do at the restaurant to get the black market license, then get the smugglers hold, then work my way up the black market ranks.
This game, I got fined 1000 credits at the restaurant by undercover cops, and could not for the life of me figure out how to acquire a black market license after that. Is there any way?
Without a smugglers hold, I could only sell illegal stuff at corporate enclaves. I also accidentally ran afoul of a blackmarket shipyard next to a Sung Citadel and, after destroying it, received a never ending supply of black market ships coming after me in pre-ringer space. Do these guys ever end?
Also, while doing the Huari missions, I accidentally let the commonwealth take my slave coffins because I forgot I had no smugglers hold. The Huari persisted in asking me to bring back all 17 slaves, but I had already done all the Sung Slave Camps and so I couldn't figure out any way to continue with that quest.

There is a 5% chance of the cops showing up - it has always been that way. You can obtain a license through random loot however.

However, Black Market ID appearing in loot is unreliable. You can destroy all of the T31 ships you find in the game and still not get a single ID. If I get busted by cops, I will either self-destruct and resurrect, or restart the game from the beginning. Black Market access is too useful not to have.
