at the cost of repeating myself, there are already in the game parameters for friendly fire deactivation for shipclasses and for stations: :D

take a look at the Ares Turret (that is a ship) scAresCannon
the Outlaw Miners turret (that is a station) stOutlawTurret
and from 0.99 the penitent shrine Oracus Power is now nofriendlyfire.
the sung slaver Turret too.

I would be interesting to have a mod that makes everything nofriendlyfire.
(and maybe the playership too, partially, with the OnAttacked mod) :D

A blinder cannon? Last I checked, EMP/blinding weapons don't do any damage once you knock out shields. I don't see how you could do that.
