Clearing systems of enemies

Is it possible to clear systems of enemies by killing enemy stations, or is it just my imagination that the number of enemies decreases as you destroy stations? So if all enemy stations are destroyed, are there no more random encounters in that system?

Random enemy encounters will still appear.

some stations spawns ships from gates to populate the system.
however there are also random encounters, they are "hidden" stations (like a wreck in the middle of nowhere or a single isolated asteroid or a cargo crate) that are used to spawn ships.
So depending on the RNG some system can actually be wiped clean, others can't.
