They've got some sort of ion missile. It doesn't appear to damage me, but it consistently knocks out my control systems for minutes at a time, during which I drift and take damage. I'd pick up monopole dust, but my armor's already enhanced with +regen.
To make matters worse, the heliotrope base is right next to a whole swarm of zoanthropes orbiting a pair of Dwarg bases. All of which are smack in the middle of a purplish-pink gaseous mess that scrambles my sensors.
I'm getting the stuffing kicked out of me by heliotropes!
Actually, heliotropes don't have EMP. Their blinder cannons only knock out your visual display, you can still move normally. Now, if you're next to a dwarg base, it's possible that you're getting hit by a dwarg master's weapon, which does EMP, and has very long range.
Have you tried simply running? Not all enemies have to be killed. Later in the game, it's frequently just not worth the effort.

This would the cnidocyst cannon of the Dwarg masters. They always try to stay at long range and maneuver a lot when they engage so it shouldn't be too hard to convince them to take a stroll outside the base. If you have targeting software, lock one, shoot it or get it to otherwise attack you, and it'll probably start flying around and you can catch it alone. (well, with its associated swarm of zoanthropes)
