I don't make ships, so this little freeware image editor is good enough for most things, like making new HUD graphics etc.
If you mean a model developer or something like that I can't help...

Last I remember, back when we worked on tx2, wolfy was using max for 3D, PDN for making masks, and some other program that started with photo but did not end with shop to make the facings.
thanks but I seem to have found wings 3d usefull but now have no idea how to turn it into facings

Wings 3d... ummm.. pretty sure wings doesn't have a built-in renderer, IIRC, so you'd have to export, and the import into bryce or something, and render it from there (bryce is an external renderer)

For a pure image editor, I'd recommend GIMP. Its not a drawing program, but could be used for that too. Its good a producing ship and station masks and to clean up your images.
For creating 3D models Wings3D it doesnt have a built in renderer, but for creating the models, its pretty easy to work with.
You could then export your stuff and do the rendering in Blender - though I never really understood that thing. Rumors have it they are improving the user interface till the past few versions. However there are lots of tutorials available and even a movie that has been done with it
Pros: These three are available for almost any platform and dont cost a dime
Cons: GIMP and Blender may be a bit difficult to get used to ...
BTW: Wasnt there some kind of howto floating around, on how to produce the rotation images?
