
mod of the month how to enter

Just have a mod published or updated on Xelerus during the month, and it'll probably show up on the voting menu for that month's stuff.
So if you put something up with a publish date of "X June 2012", at the beginning of July we'll find it and put it in the June 2012 poll. (Have to wait for the month to be over to make a list of all mods that month.)
Typically during the first few days after the list gets put up community staff will hash out any problems anyone might have with the list -- we missed a mod, or included one we shouldn't have*, that sort of thing.
(*Usually new version of prior winners are inelegible, as well as broken and some beta mods (when 'beta' means 'seriously unfinished' as opposed to 'somewhat unpolished and of unknown balance' like say, weapons labs.)
The June 2012 Mods voting will then be open for the rest of July, and some admin person will close it on the first day of August.
In the first week or two of August one of a couple people who puts together the victory banners will get one ready for the June 2012 winner.
We're a little behind right now (We should have the May poll up by now, probably), because TTech is having a bout of real life and he's the one who usually gets the ball rolling each month.
