How come wingman dnt dock with blackmarket or csc station even when they are heavily damaged.e.g Rama is in the military but he does nt dock with the csc when damaged he would rather get repair at some other station.why

Rama was in the militia, not the fleet; in any case, I would assume that Rama lost any militia rank he had when he absconded in his expensive gunship.
My theory is that news of his desertion hasn't gotten around yet, but he would be recognized as being out-of-place if he came onboard a CSC, since the militia are all concentrated near Commonwealth space while the fleet is actively fighting a war in Ares space. The authorities would put two and two together and confiscate his gunship, since it's Commonwealth property. This isn't a problem for you since you're a pilgrim flying a private ship.
As for the black market, they are super sensitive about security since their business is illegal and they would never let a professional militia pilot or private security officer onboard even if you vouched for them.

When a modern military pilot goes on holiday he usually doesn't take his jet fighter with him.
The real issue is that Rama is absconding with a Centurion/X gunship, which is expensive Commonwealth military hardware. He also has an explicit deathwish, so it's not like he's intending to return it. As a player you are basically a privateer and own your own ship, so you can do whatever you want with it; in contrast, Rama is supposed to be operating from within the military command structure but instead he's basically doing this.

What matters is whether or not Rama privately owns his Centurion or if it is still owned by the militia. Maybe the Commonwealth allows their personnel to purchase military hardware for private use since it seems pretty common for supposed civilians, like Atarlost mentioned.
