Just a simple question. Are all ship reactor (vanilla) was capped at 1Gw? How about the bigger ships?

Simple answer, most or all of the non player ships did not have a reactor at all until recently, I believe some still don't have one.
The 1 GW is the biggest reactor you can find in vanilla, but this is not a limit and bigger reactors can be available in mods.

Recently, Commonwealth ships gained maxReactorPower="10000". This means reactors with a normal (unenhanced) peak power greater than 1 GW cannot be installed on them, due to power output being too high. This does not apply to enhanced Hyperion (or other) reactors that only exceed 1 GW after the +20% power boost.

How about the smaller ships? I was thinking that smaller ships have their max reactor capped somewhere below 1Gw. (Imagine having hornet battle pod with Hyperion reactor).

After briefly scanning the files for some of the enemy ships, either they have the same 1 GW limit, or they have none. Hornet is one of those with no limits, not that it matters since you only fight the weak stock one with laser cannon. Ships that are not (yet) playable have not yet been designed for player use.

Once there are reactor caps or even further, reactors inside those ships, players could possibly now capture ships that remain intact. The graphic differences would be repairable damaged as in cosmetic damage and irreparable damage as in missing chunks. This would explain why Charon Vikings don't tend to distengerate often and yet so numerous and relatively expensive for their role. They can be repaired to be put back in service by pirates. I'd imagine only a toolkit or auton or device would be needed to restore a ship to be used.
