Star Genesis beta keeps redownloading every time from the MV

RPC's Star Genesis for some reason keeps getting redownloaded every time I connect. Im not sure what is causing this.

I found the bug -
If a modder changes the name of the file, then the game will download a new copy of it, but will leave the old version in there too, meaning it sees it and tries to update it every time.
