Possible bug

When I get to Point Juno when the Aires attack, the Heavy Gunships barely fire their weapons.
Is this a bug or is this intended?

sorta both- ships arn't supposed to attack near stations, but the ares ships are supposed to attack the station

In my view I would see it as a bug because if enemy ships are attacking, shouldn't they shoot them?
