Admiral Decker Blunder?

In order to get the mission to "track and kill the rogue" you must first be the rank of Fleet Captain. However, following the success of the mission Admiral Decker states "...if you stay with the Fleet and make Captain..."
Shouldn't that be Commodore or Rear/Vice Admiral and not Captain?
