I've noticed that a lot of enemy ships that are assigned to starbases won't fight back if you attack them whilst they're on-route to their base from the gate. This includes hacking attempts and omni-directional weapons.

You could say the AI is... fairly single minded when it comes to important things like checking into their correct station. Although maybe making them defend themselves would be a logical idea.

Maybe if the AI had an aggressiveness value?
maximum value means it is 100% aggressive (ie, attacking closest enemy takes precedence over any and all orders)
Positive values means it goes out of its way to hit enemies
0 means it will attack only if attacked
negative values means it will only defend itself
minimum value means it is 100% passive (NEVER fights)
