Transcendence

I noticed that the Centauri raider reinforcements that travel to Raisu station before you complete the Arco Vaughn mission will not defend themselves until they arrive at Raisu station unlike most other enemies enroute from one place to another.
Also, I'm not sure if its intended or not, but it seems like no one is willing to buy Smartcannon rounds - not even the weapon shops. I would think even if the Commonwealth stations won't buy them, at least the weapon shops should.

From my experience, this happens with other reinforcements elsewhere. I sat along the route to an Uraki base and picked incoming fighters off without resistance after disposing of the station's guards.

So, it seems to be a game-wide phenomena.
