Omsk Mk 2 not military?

A level 8 shield not being military grade seems a touch odd...

Indeed, everything about Omsk armor/shields is a bit odd. I get something like this:

6 Light titanium armor: 10 HP
3 Duralloy armor 25 HP
4 Reactive armor 25 HP
4 Omsk OVER NINE THOUSAND HP
It just looked really out of place... and cheap... I assumed it was a bug, since it made so little sense for armor of that level to be in a store before St. K's... didn't stop me from exploiting it though :P
