Odd law enforcement

Having once again been given a trivial fine for attempting to sell nuclear weapons* to random passersby, two thoughts just struck me:
1) Shouldn't my illegals be confiscated when I get busted?
2) Possibly there should be a variable scale of penalty depending on what and how much you are trying to sell.
But that first point really makes me wonder about the local law enforcement...
* "They just fell off the back of a truck, guv'nor, honest..."
