Do reactors "produce" power ? If not, why ?
I noticed a new started sapphire not consuming fuel with turned on recoilless and defI.
This also occured for a wolfen with 100MW reactor, turned off weapons and shields (there was still a small yellow bar to see). So I maybe just didn't wait long enough ?

People (Betel, I think) have done experiments on base power consumption. With everything turned off, there is a small amount of power used, presumably for 'life support' functions. So yeah, you just didn't wait long enough.
Reactors do produce power. They just don't produce any more than is needed at any given time. Your recoilless cannon and class I deflector wouldn't draw much power at all. Weapons and shields draw less power when they're not being fired or fired at.

I waited for half an hour on autopilot with the sapphire and there was no fuel consumed. (2MW)
Deinstalled defI and installed some more weapons. No fuel consumed. (5MW)
Deinstalled weapons, installed better shield. (defII 2MW) Fuel consumption(after recharging) within seconds of autopilot.
Installed defI and turned on 5MW of weapons. Fuel consumption(after recharging) within seconds of autopilot. (6MW)
Turned of 1MW of weapons. No consumption. (5MW)
After I uninstalling a 250MW reactor I noticed the same things with the wolfen.
Also noticed the following interessting facts:
Used jumpdrive consumes a percentage of reactoroutput. So it needs longer time to recharge with smaller reactor...
You can fire a markV howitzer (30MW) once. Then it is turned of. Then you can turn it on again and fire ... fuel is consumed anyway.
Non-fired weapons increase the yellow bars for power usage for every 5MW their fire needs. So with less than 5MW, there is no power usage of weapons.
P.S.:
-Wolfen suddenly turns noticable slower when you reach 75% filled cargo holds. With this turnrate you can fly perfect circles, but thrust is not affected.
- docking to ships in a big wreckfield is difficult without targetting rom, also a reason for me cleaning wreacks in the recent game ...
don't you think so, too ?

hmm did some more tests
you still use fuel when you stay still
(new thing) the amount of fuel use depends on the percent of power is being used (so 100MW reactor will use less fuel than a 50MW reactor) and the amount of power being used

There is rounding errors (that is what you are likely seeing)
Personally I don't like the fact that the amount of fuel use depends on the percent of power is being used (that wasn't around the last time I tested) it gives you rounding errors like you are seeing and ruins the fuel efficiency stat.
