I'm not sure it's possible, but I would like the ability to do the following.

Install a mod from someone else that replaces a Transcendence resource with a different one.

Write a mod that then uses that resource (to be consistent with the rest of the game).

Beyond that, I would like to be able to check if the new resource exists, and if not, then use the old resource (again to be consistent with the rest of the game).

This is not currently possible, as the only resources you can directly reference in a mod are the ones from Vanilla Transcendence, thus in order to include a resource from another mod, you have to duplicate it in your mod and give it yet another UNID.

No you don't. I've done it before. You just copy the UNID declaration from the donor mod and put it at the top of your mod.
[schilcote] It doesn't have to be good, it just has to not be "wow is that the only thing you could think of" bad
