[Suggestion] Fuel criteria override for starting reactors.

No matter how powerful a ship's starting reactor is, it accepts only helium and uranium fuel. This is problematic if you want a custom playership to begin with a powerful but non-standard reactor (without adding a reactor item). A playership should have a fuelCriteria override. This applies only to mods at the moment, but it could apply to new playerships after Heretic later.

Personally, I would like to see that be deprecated and have all ships use installed reactor devices (and cargo space, drive etc) making each ship differentiate by the equipment slots available (with more options like max mass, has attribute +Foo, etc)

Really? My custom reactor mod / ship still uses Hyperion fuel rods?

What I mean is if I do something like add a couple zeroes to the Wolfen's startingPower and fuelCapacity within the &scWolfenPlayer; entity, which causes it to start with a builtin 1 GW reactor without any reactor item installed. Until I install a high-level reactor item, such as the Hyperion (even though I would not need the power), my ship can only be refuelled by helium and uranium fuel rods. Pternacnium and hadron-vacuum fuel are unusable until I install a reactor that can use such fuel.

(For Playership drones), I wanted to add stronger ships with more powerful builtin reactors. Because of fuel limitations, I gave the ships the appropriate reactor item, and in case of big reactors, an extra device slot to offset the slot taken by the reactor.
