random enhancements on items
Most of the "energy" weapons in the game are handwaves anyways. What exactly is a "particle" weapon? Wouldn't it be a laser that was energetic enough to convert it's photon to particles? I don't know about the specifics, but I agree that enhancements need counterbalances once they are powerful enough (i.e. not for 10% bonus to speed etc.)

for accuracy, what about have a certain path deterioration for certain things. Bullets with low accuracy might veer off to the side slightly and miss (not noticably), while bullets with high accuracy would shoot straight.
