Doesn't the pirates get help from the black market? WHere else do they get their illegal goodies?

The pirates are likely major suppliers of the black markets, though. After all, black markets gotta get their good from somewhere, and thieves gotta sell their extra goods somewhere.

pirates don't have to steal their ships. they could purchase them from a company with shady connections. Laser Armada and Nami seem like likely sources, given that their products are overrepresented in the pirate fleets. the strange thing with the pirates is that they don't hide in the immense area of space away from planets and asteroids. if they did that it would be nigh-imposable to find them.
as for the the other sovereigns, the ones that need shipyards are: Commonwealth, Corporate, Ares, Sung, and Ranx. the others don't have a high enough casualty rate to justify shipyards.
