a general device wouldn't be exclusive to one per ship. I would like to create a choice plus the Wolfen has plenty of cargo space so lowering a bit (it could be by percent) would still work.
Currently the ships are not balanced and extra cargo does very little.

Why should all the devices by equally applicable to all the ships? Why not have ship specials?
If you had more options to explore in ship specific upgrade paths and device specials would you try other ships?
What should be giving value to choosing ships? If every ship can do the same thing, then all the ships are the same.

That's a great point. I look to maneuverability more than anything else, but device slots are another consideration. I like a fast ship, and so the Wolfen is my first choice. Going against that speed preference, though, I'd choose the freighter as a second choice. There's no problem with a device not being applicable to one or two of the ship types, but there should be an equal amount of ship class-specific content to keep all ships just as appealing.

Yeah, I hate how I always run out of space in the wolfen. The many guns and larger armor I can pile up on it sorta trades out for the lack of cargo space I guess...

This is not to say that I am not for more upgrade paths. Personally I like the ships computer. But having a device that you choose the same path every game isn't interesting. One solution to this is make it rarer by adding other devices of the same kind (assuming there is balance). A different solution would be make stats dynamic.
(just had a cool thought if we had onDamage for ships we could make custom weapons (ie weapons that do not come from the xml files))

I never use the CPU as wolfen, I would always use it if I got the freighter. I don't need a jumpdrive as wolfen, I could die without one in the freighter.
I had been toying around with the idea of making a Point-defence system (that attacks ships only) using my pressor/tractor script and then asking you or betel to help give the sapphire an advantage with them (have 1 or 2 PDS-only slots and making an ICX counts as a PDS for extra bonus) then the sapphire would have its own niche.
