A set consists of any number of items (installed or otherwise), and possibly a ship or system. There is no limit to the number of sets an item can be in or the number of sets bonuses are received from at a time. A set may contain another set.
Sets are HUGE contributors to experimentation especially if you hint at but don't say what is in what set.
